La Policía de la Ciudad detuvo a cuatro personas como responsables de un cuartel de bomberos que funcionaba ilegalmente en el barrio de Barracas.
Hoy en una audiencia realizada por la mañana, los 4 detenidos firmaron un acuerdo de avenimiento por el cual se los condenó a un año y medio de prisión en suspenso, el cual fue homologado por el Juzgado PCyF 1, a cargo del Dr. Rodolfo Ariza Clérici.
La investigación se inició a partir de una denuncia de la Dirección General de Defensa Civil advirtiendo la existencia de una organización de personas que bajo la denominación de “Bomberos Voluntarios Metropolitanos de Barracas” operaba sin ningún tipo de autorización ni control gubernamental poniendo en riesgo a los vecinos, sus bienes, y al personal de respuesta de emergencias, habiendo entorpecido su accionar en varias oportunidades.
Defensa Civil de la Ciudad es la autoridad de aplicación de la Ley 1240 que regula la organización y funcionamiento de las Entidades de Bomberos Voluntarios.
De esta manera, personal del Departamento de Narcocriminalidad de la Policía de la Ciudad, siguiendo las órdenes de la Fiscalía Penal Contravencional y de Faltas Número 35, a cargo de la doctora Celsa Ramírez, llevó a cabo una inspección integral en una propiedad ubicada en la avenida Suárez al 2500 coordinando el accionar de diversos organismos de la Ciudad Autónoma de Buenos Aires, del Estado Nacional y empresas de servicios públicos.
Participaron de la inspección representantes de la Dirección General de Defensa Civil, ratificando que el cuartel no se encontraba autorizado a funcionar según la Ley 1.240. Asimismo prestaron su apoyó integrantes de la Dirección General de Guardia de Auxilio y Emergencias, que analizaron las estructuras, la Oficina de siniestros del Cuerpo de Bomberos de la Ciudad con su equipo de peritos, operarios de Edesur, que constataron dos fases ilegales que ingresaban a la propiedad sin la existencia de un medidor, y el Cuerpo de Investigaciones Judiciales del Ministerio Público Fiscal.
Además, la Dirección General de Fiscalización y Control (DGFyC) intimó a los cuatro responsables por falta de habilitación en los registros del Gobierno de la Ciudad y AySA verificó que el llenado de autobombas se realizaba desde una toma hidrante de la vereda.
También se hicieron presentes funcionarios del Ente Nacional de Comunicaciones (ENACOM), que corroboraron la existencia de una antena de comunicaciones y un despliegue con 8 dispositivos y una autobomba con transmisión interna que funcionaban en forma ilegal.
El inquilino del predio explicó que la parte en donde funcionaba ilegalmente el Cuartel de Bomberos había sido usurpado tiempo atrás por esta misma organización.
A raíz de las numerosas irregularidades detectadas como conexiones clandestinas de electricidad y agua, cableados aéreos antirreglamentarios, cableados expuestos, falta de limitación, existencia de materiales combustibles, se pudo establecer la precariedad en las condiciones generales del cuartel y la falta de autorización para funcionar como tal.
Con todos los resultados, la fiscalía dispuso la detención de cuatro personas responsables por infracción al Artículo 247 del Código Penal, por Usurpación de Títulos y Honores, y secuestrar todos los elementos encontrados, además de clausurar y tapiar la propiedad.
