Hasta hoy, el Gobierno porteño confirmó 685 casos de COVID-19 en los barrios vulnerables de la Ciudad. De ellos, 85 ya han recibido el alta médica. Los más afectados son: Barrio 31 con 511 casos y Barrio Padre Ricciardelli (1-11-14), con otros 143.
La distribución de casos en barrios vulnerables se completa de la siguiente manera: nueve en el Barrio 21-24; ocho en Ciudad Oculta; tres en Barrio 20; tres en el Barrio Ramón Carrillo; dos en Rodrigo Bueno; dos en Barrio Fátima; uno en el Barrio Inta y otro en el Barrio Mitre.
Para acompañar las políticas de prevención de Coronavirus y llevar un seguimiento más exhaustivo de su avance, pusimos en marcha el Operativo DetectAR, junto al Gobierno Nacional, en los Barrios 31 y Padre Ricciardelli (1-11-14). Su objetivo es el rastreo de los contactos estrechos, derivación de casos sospechosos al Centro de Testeo y mantenerlos resguardados hasta tener el resultado. En caso de ser positivo, brindamos el cuidado correspondiente.
Campaña de concientización sobre contagio
A partir de la tercera semana de marzo se comenzó con una campaña de concientización para prevenir contagios de coronavirus en todos los barrios populares de la Ciudad. Se repartieron folletos modalidad “bajo puerta” para evitar contacto entre las personas. También se comunicaron las medidas de prevención vía redes sociales, grupos de Whatsapp a cargo de los referentes de cooperativas barriales y las Juntas Vecinales, sms, llamados telefónicos, radios comunitarias y a través de instituciones religiosas.
Además, se realizan recorridas territoriales con megáfonos por las calles internas de los barrios, y se articuló la comunicación con comedores barriales para que entreguen material de difusión junto a las raciones de comida. En todas esas oportunidades se aprovechó para informar sobre la prevención del dengue.
Seguridad alimentaria: refuerzo en comedores, merenderos y centros de primera infancia
El Ministerio distribuye raciones de comida en 561 puntos de la Ciudad entre: Comedores (471), Centros de Primera Infancia (75) y Jardines Comunitarios (16). De los 471 comedores de la Ciudad, 316 se encuentran en barrios populares.
Se aumentaron la cantidad de raciones para los comedores en abril más de un 30% con respecto a febrero de este mismo año, pasando de alimentar alrededor de 90.000 personas a más de 105.000.
A fin de evitar el contacto entre personas, los vecinos no utilizan los espacios comunes para comer, sino que retiran la comida y la llevan a sus casas, y para evitar la aglomeración de personas, se extendió el horario de atención y se promovió la entrega de la comida mediante turnos.
A todos los comedores se les mandó un kit de limpieza y también envases plástico descartables para aquellos vecinos que no tengan con qué llevarse la comida.
Durante el mes de abril se incorporaron distintos puntos de entrega de alimentos secos para atender la demanda creciente de los comedores. Estos nuevos puntos cubren la demanda de alimentos de aproximadamente 20.000 personas.
Higiene y salud
Se llevan adelante operativos de limpieza de hidrolavado, tanto en los complejos habitacionales como en los barrios. Reunimos a tres cooperativas que limpian con agua y cloro las calles, veredas y fachadas de casas que desinfectan los espacios comunes de los barrios.
Además, los equipos territoriales del ministerio de Desarrollo Humano y Hábitat realizan operativos con camiones que limpian con mangueras, vivienda por vivienda. De las 34 cooperativas de barrido y saneamiento que actualmente desarrollan actividades, tres están rociando vivienda por vivienda con agua y cloro. Esto está complementando a dengue pero es impulsado con el objetivo de no propagar el Covid. El operativo se complementa con los camiones de basura.
También se equipa de manera semanal a todas las cooperativas de barrido, mantenimiento y limpieza con el fin de reforzar los horarios de barrido y recolección y, de esa manera, no generar grandes focos de acumulación de residuos. Paralelamente, el Ministerio de Ambiente y Espacio Público aumentó la frecuencia de recolección de residuos hacia el interior de los barrios vulnerables y en zonas aledañas.
En el barrio 31 agilizamos y modificamos el sistema de recolección de residuos, incluyendo motos que retiran por el domicilio los residuos de los vecinos.
Adultos Mayores en los barrios
Vacunaciones – gripe – adultos/as mayores
Acompañamos la campaña de vacunación para los y las mayores de 65 en los barrios populares. Venimos trabajando con el Ministerio de Salud, iglesias, referentes barriales y organizaciones para garantizar un proceso que cuide la salud de los más grandes. Todos los mayores tienen asegurada su vacuna contra la gripe, así que es muy importante actuar con tranquilidad y cuidándonos entre todos.
Contamos con 28 centros de resguardo en barrios, 339 camas totales, 189 para personas mayores, 150 para personas en situación de calle o personas con consumo de sustancias prohibidas, y 150 camas en hoteles.
Ya está en funcionamiento 1 Centro en el Barrio 15, en la Parroquia Caacupé (4 adultos mayores haciendo aislamiento)
- Detalle del programa:
Mayores que viven solos en situación de vulnerabilidad: pueden realizar el distanciamiento en sus casas con la ayuda de promotores de salud de los barrios. Se va a asignar un promotor capacitado para que los asista en las compras, los acompañe afectivamente y fomente las medidas de cuidado e higiene del domicilio. 1 promotor barrial cada 10 adultos mayores.
Esta asistencia también la puede ofrecer un familiar o un vecino siguiendo las mismas indicaciones. La idea es fomentar los lazos existentes en los barrios y en caso contrario acudir a un promotor barrial.
Mayores que viven con sus familias en situación de vulnerabilidad: cuando por las condiciones de su vivienda no puedan hacer el distanciamiento en su propio domicilio, la Ciudad les ofrece alojamiento en establecimientos acondicionados para realizar el aislamiento sin descuidar su vinculación afectiva.
Algunas opciones son centros comunitarios, geriátricos, clubes de barrio y hoteles.
Ahí va a haber atención médica en el caso de que lo requieran y van a estar acompañados por especialistas.
