El Gobierno Porteño también le aplica el ajuste a los medios vecinales, desde hace un tiempo venia circulando la versión que el Ejecutivo porteño tenía como propósito reducir su nivel de gasto en los medios vecinales, y en este mes de febrero dejó de ser una versión para transformarse en una triste realidad ya se había visto una ofensiva contra los medios vecinales en la última selección para el ingreso al registro de medios, donde ingresaron muy pocos, quedando afuera medios que cumplían con todos los requisitos establecidos por la Ley.
Hace unas horas los editores de medios vecinales recibieron la Resolución N.º 813/SSCS/18, que establecía una modificación en la forma del cálculo de la tasación y cotización de la pauta publicitaria en los medios vecinales, en la misma se intenta explicar mediante una serie de vericuetos legales y tecnicismos el porqué de la Resolución “Que de acuerdo a lo previsto por la Compulsa de Precios, la tarifa publicitaria será la que surja de aplicar el mejor descuento ofrecido por los oferentes, sobre el precio de la tarifa bruta vigente prevista por el medio al momento de la contratación.
Que en los últimos años en virtud de la variación de precios registrada en la economía nacional, los precios de la publicidad en medios gráficos y con ello el valor de la página 7 del diario de mayor tiraje de la Ciudad Autónoma de Buenos Aires vienen registrando un incremento periódico. Que a fin de mantener un equilibrio financiero en resguardo de las finanzas públicas, resulta conveniente establecer que la tarifa publicitaria mensual que reciban los Medios Vecinales de Comunicación Social, sea la que surja de aplicar el valor resultante de la Compulsa de Precios, esto es el que efectivamente abona el Gobierno de la Ciudad de Buenos Aires”. Lo cierto es que mientras todavía resuenan las denuncias sobre el Caso Niembro y se ven a diario los montos enormes que se otorgan en pautas publicitarias a periodistas de grandes medios que casualmente realizan comentarios favorables a las acciones de gobierno, a los medios vecinales, de lo que muchas veces los grandes medios se nutren con información de los barrios porteños, lo ajustan y le reducen la pauta publicitaria, importándole poco el espíritu de normas vigentes de fomento a los medios vecinales. El nuevo cálculo que realiza el gobierno perjudica notablemente a los medios vecinales, se realizará tomando como patrón a la página 7 de Clarín (hasta acá como siempre), con un descuento del 17% que Clarín le hace a sus amigotes del gobierno, como bien expresa un reconocido editor y eso redundará en una baja en las pautas para las producciones radiales que ahora en 13800, mientras que las páginas webs percibirán 9200 y los medios gráficos en 18400. Anunciando desde el gobierno que será hasta abril cuando se realice un nuevo ajuste, además informan que los ajustes serán semestrales. Un nuevo capítulo de esta triste historia de avasallamiento a la prensa independiente en todas sus formas.
