La Legislatura porteña aprobó la reubicación del monumento a Juana Azurduy frente al Centro Cultural Néstor Kirchner necesaria para la realización del Paseo del Parque.
La obra actualmente instalada detrás de la Casa Rosada será reubicada frente al Centro Cultural Néstor Kirchner. También removerán la gran escultura de Juan de Garay. Es parte del proyecto vial y paisajístico llamado Paseo del Bajo.
La Legislatura porteña aprobó el jueves 4 de mayo en primera lectura la reubicación de los monumentos a Juana Azurduy y a Juan de Garay, como parte de las remodelaciones para realizar la obra vial parquizada del Paseo del Bajo, que servirá de vía rápida para conectar las autopistas a La Plata y Arturo Illia.
Actualmente, la gran escultura que recuerda a la patriota altoperuana que combatió por la independencia se encuentra emplazada en el Parque Colón, detrás de la Casa de Gobierno de la Nación, donde originalmente estaba el monumento a Cristóbal Colón o Cristóforo Colombo, obra de arte que fue donada por la comunidad italiana. La estatua de Azurduy será relocalizada en un espacio verde frente al ingreso principal del Centro Cultural Néstor Kirchner (ex Correo Central).
En cuanto al monumento al fundador de la Ciudad de la Trinidad y Puerto de Santa María de los Buenos Aires, será movido dentro del mismo espacio verde en que se encuentra actualmente junto a un retoño del roble de Guernica, sobre el flanco derecho de la Casa Rosada. Esa modificación es para permitir la construcción de un nuevo helipuerto presidencial más cercano a la sede gubernamental, a la altura de la intersección de las avenidas Leandro Alem y Rivadavia.
“El Proyecto de Paseo del Bajo, como obra vial, apunta a complementar la vinculación entre las autopistas existentes que confluyen en el centro de la Ciudad de Buenos Aires, puntualmente respecto del tránsito pesado y de larga distancia. La obra paisajística, Parque Lineal Paseo del Bajo y su entorno, el Parque del Bajo, asociada al proyecto vial, aportará a la Ciudad nuevas áreas verdes públicas de libre acceso para el esparcimiento y disfrute de sus habitantes”, expresan los fundamentos del despacho conjunto de mayoría emitido por las comisiones de Cultura y de Planeamiento Urbano.
La ley -que es una iniciativa de la Jefatura de Gobierno- se aprobó con 35 votos a favor, 17 en contra y 6 abstenciones, en base a un despacho conjunto de mayoría respaldado por el PRO y otros bloques menores. El FPV había emitido un despacho de minoría proponiendo el giro del proyecto a la Comisión Especial de Patrimonio Arquitectónico y Paisajístico y hubo observaciones del diputado Adrián Camps (PSA). Finalmente, desde el oficialismo se aseguró que el proyecto tenía el visto bueno de la Comisión Especial, por lo que quedó sin efecto el dictamen de minoría y se votó un nuevo texto consensuado entre el PRO y otras bancadas a favor de la iniciativa.
Votaron a favor el PRO, Confianza Pública, Frente Renovador, Partido Socialista Auténtico y Sindical Peronista. En contra lo hicieron el Frente para la Victoria, Suma+, Partido Socialista, Autonomía y Liberación y Bien Común. Se abstuvieron el Frente de Izquierda, el Bloque Peronista y la Corriente Nacional de la Militancia.
El diputado Emilio Raposo Varela (PRO) hizo de miembro informante y también hablaron durante el debate los legisladores Adrián Camps (PSA), Javier Andrade (FPV), Graciela Ocaña (CP), Roy Cortina (PS), Agustín Forchieri (PRO), Javier Gentilini (FR), Maximiliano Ferraro (CC-ARI), Claudio Palmeyro(SP) y Omar Abboud (PRO).
Por tratarse de un proyecto de ley de doble lectura, deberá ser sometido a Audiencia Pública y luego a un nuevo debate y votación para su sanción definitiva. En el tratamiento de hoy hubo diputados (entre ellos Ferraro y Ocaña) que plantearon que en la segunda lectura sería conveniente establecer en la ley el retorno del monumento a Colón a su lugar originario (de donde fue retirado por el anterior gobierno nacional). Otros legisladores observaron cuestiones técnicas, urbanísticas, ecológicas y arqueológicas para ser reconsideradas durante la futura Audiencia Pública y el tratamiento legislativo “de segunda lectura”.
El Parque del Bajo estará delimitado entre las avenidas Belgrano y Corrientes, y comprenderá: la Plaza Presidente Juan Domingo Perón que antecede el edificio de la Aduana de Buenos Aires, los jardines de la Plaza de las Armas del Ejército Argentino, el Parque Colón, la Plazoleta 11 de Junio de 1580, la plazoleta José Razzano, la plaza Nuestra Señora de las Nieves (hoy helipuerto presidencial y estacionamiento), la plazoleta Hipólito Bouchard, la Plaza del Correo, la plazoleta Dr. Carlos Alberto Erro y la Plazoleta del Tango.
A último momento, se modificó uno de los artículos para establecer que “el 80 por ciento de la superficie, descontando las áreas ocupadas por edificios, sea de carácter verde y absorbente”. También se autoriza la construcción de hasta dos subsuelos para estacionamiento de automotores y se estipula que las condiciones de seguridad del nuevo helipuerto presidencial deben ser determinadas por la Administración Nacional de Aviación Civil (ANAC)
El expediente que fue sometido a tratamiento legislativo consta de los respectivos dictámenes de la Comisión Nacional de Monumentos, de Lugares y de Bienes Históricos, y de la Comisión de Evaluación de Obras de Arte en el Espacio Público, así como también los informes técnicos de distintas reparticiones del Gobierno de la Ciudad de Buenos Aires.
