El Gobierno giró a la Legislatura el proyecto para licitar la concesión del subte que vence a fin de año. Oficialismo y oposición negocian la continuidad de la empresa del grupo Roggio.
La Legislatura de la Ciudad de Buenos Aires ya tiene el proyecto de Ley enviado por el ejecutivo porteño sobre la concesión de la red de subterráneos que en diciembre de este año y actualmente está a cargo de la empresa Metrovías.
La norma le atribuye a Subterráneos de Buenos Aires (SBASE) el poder para “ concesionar por un plazo de doce años prorrogable por otros tres, la operación y mantenimiento del servicio público de Transporte Ferroviario de Pasajeros de Superficie y Subterráneo, así como las nuevas líneas o extensiones de las líneas existentes que se construyan o habiliten en el futuro”.
Además detalla que “el concesionario deberá absorber, a su exclusivo cargo y costo, el personal en relación de dependencia y que se encuentre encuadrado en los Convenios Colectivos de Trabajo, que a la fecha de la adjudicación de la licitación se encuentre prestando servicios para la actual empresa operadora, los cuales conservarán y mantendrán en su totalidad el mismo régimen laboral, derechos laborales y previsionales, como así también remuneración, categoría laboral y antiguedad computada”.
Como la nueva concesión deberá pasar obligatoriamente por la Legislatura, oficialismo y la oposición ya se encuentran negociando para lograr la aprobación del proyecto, y para lograr un consenso el Pro deberá aceptar algunas modificaciones.
El otro tema nada menor es conseguir un nuevo concesionario que se haga cargo del servicio, ya que hay muy pocas empresas especializadas en el manejo de este tipo de transporte. “Aparte de Metrovías hay una empresa más que está relacionada con la fabricación de algunos de los nuevos vagones. La que lleva la ventaja para quedarse con la concesión es Metrovías, ya que conoce desde hace años como se maneja el servicio y ese es un dato muy importante. El Gobierno de Horacio Rodríguez Larreta no puede arriesgarse a darle el control del servicio a una empresa que deba empezar de cero, aunque todo puede suceder”, expresaron desde el bloque oficialista.
