En una reciente conferencia de prensa, el Jefe de Gobierno Jorge Macri explicó que la nueva medida busca mejorar la calidad educativa y apoyar el desarrollo y la autorregulación de los estudiantes. “Una de las principales razones por las que los estudiantes no están aprendiendo en clase es el celular, que se ha convertido en una gran fuente de distracción”, comentó Macri sobre la reciente regulación en las escuelas de la Ciudad.

Macri añadió: “Como Gobierno, tenemos que generar condiciones en el aula que permitan a los docentes recuperar la atención de los estudiantes. Queremos que el control del aula esté en manos del profesor, no en el celular”. La regulación fue consensuada con equipos docentes, expertos y representantes de ONGs, y afectará a 566.000 estudiantes en 2.291 escuelas de nivel inicial, primaria y secundaria, tanto públicas como privadas. El objetivo es fomentar la concentración durante las clases y promover la socialización durante los recreos.

“En la primaria y secundaria, los celulares no están permitidos en el aula. Es fundamental que como adultos responsables también asumamos nuestro papel. Empezaremos a ganar esta batalla desde el Gobierno, las escuelas y también desde las familias”, declaró Jorge Macri, acompañado por la vicejefa de Gobierno Clara Muzzio y la ministra de Educación Mercedes Miguel.

La resolución del Ministerio de Educación establece que:

  • En las escuelas primarias y jardines, es responsabilidad de las familias asegurarse de que los estudiantes lleven celulares, pero no podrán usarlos durante las clases ni los recreos. Los dispositivos tecnológicos necesarios para el aprendizaje deberán ser proporcionados por la escuela.
  • En secundaria, los teléfonos y tablets deben estar guardados durante las clases, excepto para actividades pedagógicas específicas. Las escuelas deben comunicar a toda la comunidad educativa (estudiantes, docentes y familias) las pautas para el uso adecuado de estos dispositivos.
  • Las sanciones por incumplimiento, como la retención de dispositivos hasta el final del día escolar, serán determinadas por cada institución.

Se exceptúa de esta regulación a aquellos estudiantes que necesiten un dispositivo personal digital para apoyo en su aprendizaje. “Hay aspectos cruciales que el celular no puede resolver por nosotros, como el desarrollo del pensamiento crítico, la construcción de relaciones afectivas genuinas y el cuidado de la salud mental. La responsabilidad recae en los adultos, como padres debemos estar atentos y proteger a los niños”, afirmó Muzzio.

El Gobierno de la Ciudad basa su decisión en experiencias internacionales que demostraron que la regulación del uso de celulares en escuelas puede mejorar el rendimiento académico. En el anuncio participaron especialistas como Soledad Plazas y Milagros Schroder de la ONG Faro Digital, Sebastián Bortnik, autor de “Guía para la Crianza en un Mundo Digital”, y Carlos Doncel, de la ONG Argentina Cibersegura.

La ministra Mercedes Miguel comentó: “Regular no significa prohibir. Queremos un entorno educativo donde la tecnología sea una herramienta útil y no una distracción. Esta medida forma parte de nuestro plan estratégico Buenos Aires Aprende. La evidencia muestra que esta decisión es correcta. Argentina lidera en el uso de celulares por parte de estudiantes, y muchos jóvenes reportan alta ansiedad cuando no tienen su celular cerca”.

La medida también toma en cuenta recomendaciones de la Organización Mundial de la Salud y de la Sociedad Argentina de Pediatría sobre los riesgos del uso excesivo de pantallas en el desarrollo cognitivo de los niños pequeños. El uso prolongado de pantallas puede afectar el desarrollo cognitivo y motriz, el aprendizaje y la memoria, así como la salud general de los niños.
