La venta de terrenos públicos
para financiar obras fue una de las políticas más características y sostenidas
por el Gobierno nacional y el de la Ciudad en los últimos años. Pese a la
oposición de grupos de vecinos, que no quieren perder espacios verdes en sus
barrios ni que se sume más cemento, esta semana la Nación retomará las
subastas: saldrán a remate codiciadas tierras en Colegiales, La Boca, Retiro y
Palermo.
El organismo encargado es la Agencia de Administración de Bienes del Estado
(AABE). De acuerdo a lo que le informó a Clarín, este martes rematarán tres
grandes lotes que forman parte del playón ferroviario de Colegiales. Sumadas,
las bases de subasta superan los US$ 27,2 millones.
Se trata en este caso de un proyecto polémico: la AABE quiere vender esas
tierras e invertir el dinero en infraestructura ferroviaria. Además, entiende
que se trata de un predio desaprovechado, con galpones en desuso, que puede
servir para generar empleo, a través de las inversiones privadas. También, en
el organismo aseguran que se respetará que el 65% de la superficie se destine a
espacio público, entre zonas verdes y apertura de calles y veredas. Pero muchos
vecinos siguen resistiendo la iniciativa, porque dicen que en Colegiales hacen
falta parques y no más construcciones.
El miércoles, en tanto, saldrán a
remate dos predios muy distintos. Uno está en Retiro, en el playón ferroviario.
Es el último que queda por vender del proyecto “Catalinas II”, por el cual
subastan los predios para financiar la construcción del Paseo del Bajo. Los
privados podrán desarrollar torres de oficinas, tal como ya existen sobre
avenida Leandro N. Alem.
El otro inmueble es más discutido: está en Catalinas Sur, La Boca. Es una
franja de terreno que utilizaba el club Darling, pero que le fue retirada por
una ley de la Legislatura porteña. Aunque muchos vecinos rechazaban la
urbanización, los diputados la aprobaron. Por la venta, la AABE pretende
recaudar US$ 45 millones.
Para el día siguiente, el jueves, está programado el remate de un
estacionamiento que el Estado posee en Santa Fe entre Godoy Cruz y Bullrich, en
Palermo, por el que piensa recaudar unos US$14,5 millones. En tanto, para el
viernes 22 está prevista la venta de un galpón en Roosevelt y Buccarello, en el
corazón de Villa Urquiza, un espacio que había sido tomado por una asamblea
vecinal que fue desalojada. También tienen fecha otros remates menores, como el
de una vivienda en la calle Ecuador al 33 por la que piden poco más de US$
195.000.
Para la AABE, la venta de predios
públicos en desuso tiene una doble utilidad. Primero, justamente aprovechar
mejor los inmuebles con inversiones privadas que generen empleo. Por el otro,
usar el dinero para financiar obras públicas importantes. Las ventas de
espacios ferroviarios se usaron para obras de transporte: por ejemplo, el 100%
de la construcción de los viaductos de los trenes Mitre-Tigre, San Martín y
Belgrano Sur. “Estos proyectos le cambian la vida a la Ciudad y a los que
vienen al GBA, porque con los viaductos se podrán mejorar las frecuencias de
los trenes y también recuperar lugares en desuso, que servirán para crear más
espacio público”, aseguró Ramón Lanús, presidente de la AABE.
Desde que comenzaron a vender estos inmuebles públicos, la Nación recaudó más
de US$ 580 millones, y los que sacará en adelante a remate los vendieron tan
sólo por la base (suelen conseguir más), en total superaría los US$ 730
millones.
No todo va a obras públicas: con
el dinero de las ventas de predios que pertenecían al Ejército, por ejemplo, se
adquirieron algunos de los equipos que se usaron para la seguridad del G20, el
año pasado.
En algunos barrios ya empiezan a verse los cambios, porque los privados están
poniendo en marcha sus proyectos. Por ejemplo, en el primero que se vendió, en
Solís al 800, ya está por comenzar la demolición del edificio que había y que
será reemplazado por oficinas. En otro inmueble, una casona de Godoy Cruz al
2900, habrá una emprendimiento familiar, y en un amplio terreno de Huergo y
Azopardo una empresa levantará una torre de 20 pisos de oficinas, mismo destino
que tendrá el predio de Pico y Holmberg, en Saavedra a pocos metros de la
General Paz.
En todos los casos, la AABE pone como condición que quienes adquieran el predio
empiecen el desarrollo inmobiliario dentro de un plazo máximo determinado (en
general, no más de tres años). De esta manera apuntan a que las tierras tengan
un uso efectivo y que no se conviertan en una reserva de valor para un privado
sin ninguna intervención positiva ni creación de empleo. NR
