Editores de diversas publicaciones barriales hicieron uso de la palabra en la Comisión de Comunicación del Parlamento porteño para expresar los problemas generados por la resolución del Ejecutivo del la Ciudad que establece un recorte del 17 % en el valor de la pauta publicitaria oficial que corresponde a los Medios Vecinales.
En diciembre de 2017 la Legislatura porteña aprobó la ley N° 5.919 que estable el 6 de diciembre como el “Día de los Medios Vecinales de Comunicación Social” y les reconoce un rol social, cultural y político; dos meses después, el Subsecretario de Comunicación Social de la Ciudad, Máximo Merchensky , rebajó la pauta publicitaria oficial en contradicción con el contenido de la Ley 2587 – y su decreto reglamentario – del 6 de diciembre del 2007, que crea el Registro de Medios Vecinales de la Ciudad y regula la contraprestación publicitaria.
El artículo 13 del decreto reglamentario dice que “la contraprestación por publicidad que reciban los medios vecinales de comunicación social se determina tomando como base de cálculo el porcentaje que establece la Ley según el soporte de que se trate, el valor más bajo del espacio publicitario de toda la página 7 del diario pago de mayor tirada de la Ciudad de Buenos Aires, correspondiente a la anteúltima semana de cada mes”.
Más adelante agrega que “esta determinación procederá siempre y cuando las ediciones de cualquiera de los días de esa semana no coincidan con un precio promocional producto de rebajas o descuentos de cualquier naturaleza aplicados sobre su valor normal, habitual o corriente”.
“Con estas prerrogativas que fija el decreto reglamentario de la Ley, el Subsecretario de Comunicación Social, mediante una simple resolución, desconoció la Ley el decreto reglamentario y tomó a los medios vecinales como si fueran un periódico cualquiera donde el gobierno está obligado a trabajar sobre la compulsa”, destacó el editor de la revista Desde Boedo Mario Bellocchio.
“Lo peor de todo esto es que ese descuento es semestral, cada seis meses revisan que otro descuento se puede aplicar para distribuir su publicidad. Y puede suceder que a alguno se le ocurra dar una oferta de descuento del 65 % y entramos en una disolución de los medios vecinales”, agregó el periodista.
Los diputados presentes en la reunión hablaron sobre esta cuestión. “Entiendo la preocupación. Es un tema que estudiaron mucho los asesores y lo estamos estudiando nosotros como diputados de la Ciudad. Hay un pedido de informe que fue consensuado y que es bastante taxativo en cuanto a las preguntas que le hace, por lo tanto es su momento lo vamos a tratar”, aseguró el diputado Claudio Cingolani del bloque oficialista.
La democracia porteña, el derecho humano a la comunicación y la democracia de la Ciudad de Buenos Aires esperan una pronta respuesta por parte del Parlamento porteño para garantizar el cumplimiento de una Ley que establece la pluralidad de contenidos y la diversidad de voces.
