Un reciente informe del Ente Nacional Regulador de la Electricidad (ENRE) reveló cuáles son las zonas del Área Metropolitana de Buenos Aires (AMBA) que sufren el peor servicio eléctrico, especialmente aquellas que dependen de la red de Edesur, la distribuidora con peores índices de interrupción y duración de cortes. A lo largo de este semestre, Edesur acumuló sanciones por más de $65.000 millones debido a la persistencia de estos problemas. En particular, los usuarios de esta compañía siguen siendo los más afectados.
Los apagones ocurridos este miércoles en el AMBA pusieron en evidencia una vez más la fragilidad del sistema eléctrico en la región con mayor demanda energética del país. El sector energético coinciden en que estas interrupciones son el resultado de años de falta de inversión y una política de atraso en las tarifas, lo que contribuye a la debilidad del sistema. Estos problemas estructurales se agravan notablemente durante las olas de calor, cuando la demanda de electricidad alcanza niveles récord.
De acuerdo con los últimos datos recabados entre marzo y agosto de 2024 por el ENRE, las zonas más perjudicadas por cortes frecuentes y prolongados se concentran en el sur del conurbano bonaerense y en la zona sur de la Ciudad Autónoma de Buenos Aires (CABA). Todos estos sectores dependen de la red de Edesur.
Para evaluar la calidad del servicio eléctrico, el ENRE emplea dos indicadores fundamentales:
- SAIFI (System Average Interruption Frequency Index): Refleja el número promedio de cortes de electricidad que experimenta un usuario durante un semestre.
- SAIDI (System Average Interruption Duration Index): Mide la duración total del tiempo que un usuario se queda sin servicio en ese mismo período, expresado en horas.
Los municipios más afectados en el conurbano bonaerense y en CABA
En el Gran Buenos Aires, los municipios más afectados por cortes prolongados y recurrentes de electricidad son San Vicente y Cañuelas, los cuales lideran las estadísticas de interrupciones. En la Ciudad de Buenos Aires, la Comuna 4 (que abarca barrios como La Boca, Barracas, Parque Patricios y Nueva Pompeya) se encuentra en la cima de la lista de zonas con el peor desempeño en el suministro eléctrico. En algunos casos, los usuarios de estas áreas llegaron a estar sin luz por más de 30 horas en solo seis meses.
Debido a la frecuencia y duración de estos cortes, el ENRE impuso sanciones millonarias a Edesur, que ascienden a más de $65.000 millones, de los cuales el 87% está relacionado con su deficiente gestión. Además, en otras zonas como Escobar, La Matanza, Malvinas Argentinas, Moreno, Pilar, San Fernando, San Miguel y Tigre, la distribuidora Edenor también ha incumplido con los indicadores de calidad de servicio. Edenor, que tiene aproximadamente 3,4 millones de usuarios, fue sancionada en estas áreas debido a la falta de mejoras en los servicios de electricidad.
Los apagones de este miércoles y las investigaciones del ENRE
El pasado miércoles, dos apagones masivos causaron serios inconvenientes en el AMBA, dejando sin servicio a más de 1,2 millones de usuarios en total. Los cortes se originaron por fallos en las líneas de alta tensión de Edesur: la primera interrupción afectó a 550.000 usuarios a las 05:24 de la mañana, mientras que la segunda, que dejó sin electricidad a 740.000 usuarios, ocurrió a las 12:07 horas. Ante estos eventos, el ENRE abrió un expediente de oficio para investigar las causas de las fallas, solicitando a la distribuidora que aporte los informes técnicos correspondientes y la documentación sobre las tareas de mantenimiento realizadas en las líneas afectadas.
Desde la empresa, explicaron que están trabajando para mejorar los indicadores de calidad del servicio. En este sentido, indicaron que esperan que la revisión quinquenal de tarifas contribuya a mejorar la situación. En breve, la Secretaría de Energía anunciará nuevos cuadros tarifarios y exigirá una reducción del 40% en la duración y frecuencia de los cortes de luz durante los próximos cinco años.
Zonas con mayor frecuencia de cortes
Según el indicador SAIFI, que mide la frecuencia de interrupciones en el servicio, San Vicente encabeza la lista con 26,77 cortes por usuario en un semestre, seguido por Cañuelas con 10,80 cortes. En ambos casos, los cortes son recurrentes y prolongados, con el servicio a cargo de Edesur. En la Ciudad de Buenos Aires, la Comuna 4 se encuentra entre las más afectadas, con un promedio de 2,17 cortes por usuario en el semestre.
Las zonas donde el servicio tarda más en restablecerse
En cuanto al indicador SAIDI, que mide el tiempo total sin electricidad, San Vicente también lidera las estadísticas, con un promedio de 30,21 horas sin luz en el semestre. Otros distritos con cortes prolongados incluyen Cañuelas, Florencio Varela y Berazategui. En la Ciudad de Buenos Aires, la Comuna 4 destaca nuevamente, con un promedio de 11,54 horas sin servicio eléctrico en seis meses.
