El Gobierno de la Ciudad logró reducir en un 80% la cantidad de menores en situación de vulnerabilidad en las calles gracias al nuevo protocolo “Cero niños en la calle”, el cual establece procedimientos y coordina distintas dependencias para garantizar que ningún niño viva en esa condición.
Jorge Macri, Jefe de Gobierno, destacó el compromiso de las fuerzas y servicios de la Ciudad en la protección y defensa de los derechos de los niños. Cuando se detecta a un menor en situación de calle, se activan alertas y se brinda ayuda a las familias para que accedan a los programas de asistencia disponibles.
El caso reciente de una bebé abandonada en Plaza Miserere ejemplifica la efectividad del protocolo. La bebé fue rescatada y trasladada a un hogar de acogida en Tigre, donde se encuentra en buen estado de salud. La madre, desempleada, y el padre, recolector urbano, no se presentaron en el Centro de Inclusión Social Tacuarí, lo que resultó en la pérdida de la vacante. El Consejo de los Derechos de Niñas, Niños y Adolescentes (CDNNyA) intervino para evaluar la situación.
El protocolo, implementado por primera vez en febrero de este año, ha dado lugar a una serie de operativos conjuntos que han reducido significativamente el número de casos. Coordinado por el Buenos Aires Presente (BAP) y el Programa Abordaje Territorial especializado de Niños, Niñas y Adolescentes (ATENNA), garantiza la protección de los derechos de los menores y proporciona respuestas rápidas.
El BAP ofrece diversas opciones de asistencia, como ingreso a centros de inclusión social o revinculación a residencias de origen. Si estas alternativas son rechazadas y persiste la situación de vulnerabilidad, se toman medidas conforme a la Ley 26.601 de protección integral de los derechos de los niños.
En la reunión en el Centro de Monitoreo Urbano de Chacarita, se destacó la participación de diversos actores involucrados en la implementación del protocolo, demostrando el compromiso conjunto para abordar esta problemática de manera efectiva.
