El jefe de Gabinete porteño, Felipe Miguel, junto al ministro de Salud, Fernán Quirós, y el secretario de Transporte y Obras Públicas, Juan José Mendez, encabezaron este miércoles una conferencia de prensa en la que anunciaron un conjunto de medidas dedicadas al transporte público, a los trabajadores del sector público y privado, y a los comercios, para combatir y prevenir el coronavirus.
Miguel afirmó que “el principal objetivo es cuidar la salud de todos y por eso vamos a seguir tomando estas medidas que garanticen la reducción de la circulación y de la concentración de personas, y de esa manera manera evitar los riesgos de contagio”.
En relación al régimen laboral, el Jefe de Gabinete explicó que el sector público de la Ciudad está dividido en “cuatro tipos de funciones”. Primero, está el “conjunto de áreas esenciales para atender esta situación sanitaria: el Ministerio de Salud y todos los organismos y dependencias de éste; el Ministerio de Seguridad y Justicia y la Policía de la Ciudad; la Secretaría de la Tercera edad, y la Secretaría de Comunicación”.
“El primer grupo tiene que trabajar al tope de su capacidad operativa. Estas áreas esenciales tienen que estar a disposición absoluta para todo lo que se necesite en esta oportunidad”, aseguró.
El segundo grupo lo componen los “servicios esenciales para la comunidad que se prestan desde el Gobierno de la Ciudad, como por ejemplo, la recolección de basura, el alumbrado público, la higiene, el cuidado de los niños, niñas y adolescentes en los hogares”. Al respecto, dijo que “van a poder hacer un trabajo a distancia en la medida en que esté garantizado el funcionamiento de estas tareas esenciales”.
El tercer grupo está compuesto por “los trabajadores del Gobierno de la Ciudad, que van a poder trabajar a distancia”.
“Un cuarto grupo es el grupo de riesgo, donde por un lado tenemos a las embarazadas y las personas que sufren de alguna enfermedad crónica. En este caso, van a tener que quedar licenciados de tener que concurrir al trabajo. En relación con las personas de más de 60 años, también van a estar dispensadas, excepto aquellas que trabajen en las áreas esenciales, y en esos casos van a tener que ser reasignados a funciones garantizando los cuidados que son necesarios para esa población de riesgo”, explicó.
Para el sector privado, Miguel pidió que “en todos los casos en que puedan implementar trabajo desde casa, lo hagan”. “En aquellos casos en que la naturaleza de la función requiere un trabajo presencial, también les vamos a pedir que analicen la posibilidad de escalonar los horarios de ingreso y egreso del trabajo. Y también pedirles que analicen la posibilidad de establecer horarios exclusivos para adultos mayores”.
Por otra parte, en cuanto a los bares y restaurantes, el Jefe de Gabinete porteño dijo que “van a poder estar abiertos pero con la restricción de cantidad de personas que permita estar sentados. Solamente van a poder estar sentados en las mesas”.
“En relación con los shoppings, también van a estar abiertos pero con ciertas restricciones. Los cines van a estar cerrados, los patios de comida sólo van a funcionar para compra y retiro de comida pero no se va a poder permanecer”, señaló.
Y en relación con la cantidad de gente dentro de cada uno de los shoppings, comunicó que “va a haber una restricción de manera tal de garantizar que no haya más de una persona por cada 16 metros cuadrados”.
Además, informó que “van a estar cerrados los boliches, los clubes, los polideportivos, los casinos, las salas de juegos, los cines, los teatros, los centros culturales, los salones para congresos, para fiestas públicas o privadas”.
En tanto, Mendez anunció las medidas relativas al transporte público, sobre el cual dijo que “es un servicio esencial, que permite que todos aquellos que tienen la necesidad de moverse durante esta pandemia, como los trabajadores del sistema de salud, puedan hacerlo sin ningún inconveniente y puedan llegar a sus lugares de trabajo todos los días”.
“Para esto necesitamos que todos los vecinos que no tengan que hacer viajes esenciales, los eviten”, señaló.
El secretario anunció que a partir de las 00:00 del jueves “vamos a implementar un nuevo plan operativo para el subte”, que “va a funcionar solamente con las estaciones de las cabeceras, las estaciones de combinación de las líneas, algunas estaciones de combinación con centros de transbordo, y algunas estaciones que también son importantes en el sistema por su cercanía con centros de salud”.
“En los próximos días vamos a ir evaluando el funcionamiento de la red de subtes con el requerimiento de cumplir que sean sólo pasajeros sentados y estudiaremos si podemos abrir alguna estación intermedia adicional”, agregó.
Además, recordó que “desde ayer hemos liberado el estacionamiento en la Ciudad de Buenos Aires” para que se pueda “estacionar como en un día domingo”. “En todos aquellos lugares donde de lunes a viernes está prohibido de 7 de la mañana a 9 de la noche, va a estar permitido. Donde hay estacionamiento medido y se cobra, va a ser gratuito. Y además hemos liberado la restricción de acceso al Microcentro y a Tribunales”, precisó.
Como última recomendación, Mendez pidió a los ciudadanos que si presentan síntomas “no utilicen el transporte público” y se comuniquen con el 147.
