Organizaciones sociales y ambientales manifestaron su rechazo al proyecto de ley enviado por Horacio Rodríguez Larreta para modificar la Ley de Basura Cero y habilitar la incineración prohibida por la Ley vigente.
Las cooperativas de cartoneros realizaron una masiva movilización al Ministerio de Ambiente y Espacio Público para rechazar la habilitación de la incineración de residuos –también llamada “valorización energética”- para el tratamiento de los residuos sólidos urbanos de la Ciudad de Buenos Aires
La Ley N°1854, conocida como “Ley de Basura Cero”, fija metas progresivas de reducción de la disposición final de residuos sólidos urbanos y prohíbe la combustión de los residuos de la Ciudad, tanto dentro como fuera de su jurisdicción, al menos hasta que se alcance la meta de reducción del 75%.
Dicho precepto busca garantizar que la reducción de la disposición final de basura se lleve a cabo desarrollando y fortaleciendo la separación en origen, la reutilización, el reciclaje, el compostaje y demás medidas de recuperación previstas por la Ley.
“Nosotros marchamos para decirle al Poder Ejecutivo de la Ciudad que piensen antes de tratar la modificación de la Ley, porque va a afectar el medio ambiente, nos va a perjudicar a nosotros y muchas personas nos vamos a quedar sin trabajo en Buenos Aires y en el Conourbano”, afirmó Ana María Sánchez de la Cooperativa El Ceibo en diálogo con Abran Paso.
“La incineración es una metodología que está prohibida en muchos países del mundo porque las cenizas son tan contaminantes como un agronómico, se expanden por el aire y generar muchos problemas de salud”, agregó la cooperativista y destacó que “el Ejecutivo no nos pudo explicar porqué quiere modificar ese artículo”.
El objetivo de los recicladores urbanos es que el proyecto de ley no se trate, “que no se toque ni un punto, ni una coma”.
De acuerdo con los cómputos de CEAMSE, en 2017 la Ciudad dispuso 1.101.202 toneladas de RSU en el relleno sanitario (sin contar generadores privados). Esto es sólo un 26% de reducción, incumpliendo aún la primera meta de la Ley, prevista para 2010.
Los vecinos de la Ciudad de Buenos Aires esperan una solución para mejorar un sistema de reciclado que permita mejorar la calidad ambiental y generar fuentes de trabajo.
