El jefe de Gobierno de la Ciudad, Horacio Rodríguez Larreta, presentó este miércoles un proyecto de ley con una fuerte baja en las alícuotas del Impuesto sobre los Ingresos Brutos a distintos sectores productivos, con el objetivo de incentivar la generación de nuevos puestos de trabajo.
Lo hizo acompañado de sectores empresariales y sindicales, como la Sociedad Rural Argentina (SRA), Confederaciones Rurales Argentinas (CRA), la Unión Industrial Argentina (UIA), la Cámara Argentina de la Construcción (CAMARCO), la Federación de Comercio e Industria de la Ciudad Autónoma de Buenos Aires (FECOBA), la Unión Obrera de la Construcción de la República Argentina (UOCRA) y la Unión Argentina de Trabajadores Rurales y Estibadores (UATRE).
Además, convencido de la necesidad de alcanzar amplios consensos políticos para realizar transformaciones que se mantengan en el tiempo, Rodríguez Larreta presentó el proyecto acompañado de cuatro precandidatos a Jefe de Gobierno por Juntos por el Cambio en las próximas elecciones: Jorge Macri de PRO, Martín Lousteau de UCR Evolución, Graciela Ocaña de Confianza Pública y Roberto García Moritán de Republicanos Unidos.
“Esta es la foto de una Argentina posible. Una foto que muestra que, si todos trabajamos juntos, con un rumbo que ponga a los argentinos por encima de todo, podemos hacer el cambio de nuestras vidas. Aunque algunos digan que es mejor romper todo y destruir al que no piensa como nosotros; o tirar más nafta sobre el fuego en vez de intentar apagarlo con soluciones concretas, hoy demostramos que el camino para resolver los problemas de una vez y para siempre es trabajando juntos”, remarcó el Jefe de Gobierno.
Rodríguez Larreta advirtió que “hace más de 10 años que no crece el trabajo privado formal en la Argentina” y aseguró que “eso hay que cambiarlo ya y cambiarlo para siempre”.
En esa línea, explicó que en todo el país escucha testimonios sobre cómo la principal barrera a la creación de nuevos empleos son las trabas que pone el Estado a la iniciativa privada. “Empecemos por hablar con la verdad. Ningún Estado puede funcionar sin cobrar impuestos, pero esos impuestos tienen que ser razonables y eficientes para potenciar las cadenas productivas e incentivar la generación de trabajo”, aclaró.
Al respecto, afirmó que “para bajar impuestos hace falta ordenar las cuentas, generar equilibrio fiscal y alcanzar el déficit cero” y destacó el trabajo que se hizo en la Ciudad en los últimos 16 años.
“Durante años trabajamos con metas concretas traducidas en presupuestos claros y responsables. Y hoy los resultados se ven: logramos el menor nivel de deuda en 10 años, al mismo tiempo que transformamos la Ciudad con el plan de obra pública más ambicioso en la historia, alcanzamos el equilibrio fiscal y lo transformamos en superávit, lo que nos permite ir reduciendo la carga del Estado sobre los ciudadanos y sobre las empresas”, resumió.
El Jefe de Gobierno señaló que esos resultados permitieron llevar a cabo medidas de alivio económico como eliminar y devolver el impuesto a las tarjetas de crédito y eliminar o llevar a costo cero más de 100 tasas impositivas.
“Ahora vamos a dar un paso más para potenciar a los sectores productivos y allanarles el camino para que puedan generar nuevos puestos de trabajo. Hoy mismo estamos enviando un proyecto de ley a la Legislatura para reducir las alícuotas sobre los Ingresos Brutos, un impuesto que altera la cadena productiva, hace que producir sea más caro y en la mayoría de los casos impacta en los precios de los productos que compramos día a día”, anunció.
Las reducciones de las alícuotas alcanzarán a la Industria Manufacturera, al sector de la Construcción y a las actividades del sector Primario.
El Jefe de Gobierno afirmó que la Ciudad “va a tener alícuotas que van a estar entre las más bajas del país” y sostuvo que la medida tendrá un impacto federal. “No va a ser sólo para las industrias con actividad comercial en la Ciudad, sino también para todas las que tengan actividad en otras provincias y participen del convenio multilateral”, explicó.
Por otra parte, Rodríguez Larreta aseguró que en el proyecto de ley quedará plasmado el compromiso público de la Ciudad de que, en caso de que el Gobierno nacional cumpla con el fallo de la Corte Suprema, se bajará la alícuota de Ingresos Brutos a los instrumentos financieros, lo que debería traducirse una reducción del costo financiero en los créditos que puedan tomar a futuro tanto los sectores productivos como el público en general.
Por último, señaló: “Vamos a salir adelante con la fuerza de la industria manufacturera, la garra de los productores del agro que dejan todo en cada campaña, la entrega de los constructores que se sobreponen a todas las adversidades, la voluntad de los sindicatos de adaptarse a los cambios del mundo y el esfuerzo de un país entero que quiere vivir mejor y que va a pelear por ese futuro. Juntos vamos a lograr un país pujante y productivo. Un país a la altura de los argentinos”.
Estuvieron presentes en el anuncio por SRA Nicolás Pino (presidente), Raúl Etchevere (vicepresidente) y Marcos Pereda (vicepresidente).
En representación de UIA estuvieron presentes Daniel Funes de Rioja (presidente), Diego Coatz (director ejecutivo), Carla Martín Bonito (directora ejecutiva de COPAL), Eduardo Franciosi (director ejecutivo de CILFA) y Diego Leal (presidente Departamento PyMI y Desarrollo Regional).
En representación de CAMARCO participaron Gustavo Weiss (presidente), Carlos Folatti (vicepresidente 1°), Carlos Galuccio (vicepresidente 4°) y Nancy Hornus (presidenta de la Comisión de Equidad).
De FECOBA estuvieron presentes Fabián Castillo (presidente), Sergio Lamas (secretario general) y Marcelo Freire (secretario de Hacienda).
También participó el secretario de Organización y Asuntos Gremiales de la UOCRA, Rubén Pronoti.
Por parte del Ejecutivo de la Ciudad estuvieron presentes el Jefe de Gabinete, Felipe Miguel; el ministro de Hacienda y Finanzas, Martín Mura; el ministro de Desarrollo Económico y Producción, José Luis Giusti; el secretario General y Relaciones Internacionales, Fernando Straface; la secretaria para la Igualdad de Género y Asuntos Institucionales, Carmen Polledo; el secretario de Asuntos Públicos, Waldo Wolff; la jefa de asesores, Julia Pomares; el titular de AGIP, Andrés Ballota; el presidente del Banco Ciudad, Guillermo Laje; la diputada nacional Silvia Lospenatto; y por poder Legislativo de la Ciudad el presidente de la Legislatura porteña, Emmanuel Ferrario (PRO); y los legisladores Marcelo Guouman (UCR), Roy Cortina (PS), Facundo Del Gaiso (CC) y Diego García Vilas (CP).
Los detalles del proyecto de ley
Durante 2018 y 2019, la Ciudad llevó adelante un proceso de reducción de alícuotas del Impuesto sobre los Ingresos Brutos al sector productivo, medidas que hoy continúan vigentes, en el marco del Consenso Fiscal 2017.
Al igual que en ese entonces, hoy se pretende dar un paso más en este camino hacia la baja de la presión fiscal y a la eliminación de distorsiones impositivas.
En este sentido, el proyecto de ley que se enviará hoy a la Legislatura contiene las siguientes propuestas:
- En el caso de la Industria Manufacturera, se impulsa reducir la alícuota de Ingresos Brutos un 33%, pasando del 1,5% al 1%. Dentro de este rubro se destacan los ítems Alimentos y Bebidas, Indumentaria y Calzado, Productos Farmacéuticos, Automóviles, Metalurgia y Siderurgia, y Electrodomésticos, entre otros.
- Para el sector de la Construcción, la baja será del 20%, pasando del 2,5% al 2%. En este rubro se destacan los ítems Infraestructura, Instalaciones, Materiales para la construcción, Edificios y Obras Hidráulicas, entre otros.
- Se eliminará por completo la alícuota del 0,75% que tiene hoy el Sector Primario. En este grupo se destacan los ítems Ganadería, Agricultura, Pesca y Extracción de Hidrocarburos, entre otros.
El proyecto propone bajar las alícuotas a estos sectores primarios e intermedios ya que es, justamente, en estos niveles iniciales de la cadena productiva donde más impacta el peso de Ingresos Brutos, lo que –por su efecto cascada- termina encareciendo el precio final del producto. Por eso se impulsa esta iniciativa, en la búsqueda de ir reduciendo cada vez más la carga impositiva.
El esfuerzo fiscal que se destinará a implementar esta reducción de alícuotas de Ingresos Brutos a estos sectores productivos será de $38.056 millones.
