La Ciudad de Buenos Aires, a través de la Dirección General Seguimiento de Organismos de Control y Acceso a la Información, participó activamente en el evento América Abierta 2024, que se celebró en Brasilia del 2 al 6 de diciembre. Este evento internacional reunió a expertos y profesionales en temas relacionados con datos abiertos, transparencia, acceso a la información, gobierno abierto, tecnologías cívicas, y periodismo de datos, con el objetivo de promover el uso de la información para fortalecer la democracia, la rendición de cuentas y la participación ciudadana.
La Directora General de Seguimiento de Organismos de Control y Acceso a la Información, Tamara Laznik, y la Gerente Operativa de Gobierno Abierto y Transparencia, María Fernanda Araujo, representaron a la Ciudad de Buenos Aires en este destacado evento. Durante la semana, se llevaron a cabo una serie de encuentros nacionales e internacionales, incluyendo la Conferencia Regional de Datos Abiertos en América Latina y el Caribe (ConDatos), el Encuentro Abierto por una Región Abierta (AbreLatam), y la Conferencia Brasileña sobre Periodismo de Datos y Métodos Digitales (Coda.Br).
Temática y Paneles: Innovación y Gobierno Abierto
Uno de los momentos más destacados de la participación de la Ciudad de Buenos Aires fue la intervención de Tamara Laznik como ponente en el panel titulado “Tecnología, Democracia y Apertura: ¿Podemos Regular el Futuro Digital?”. Este panel se centró en las complejidades de regular las tecnologías emergentes, los desafíos derivados de la influencia de actores globales y del sur, y cómo garantizar que la tecnología pueda servir a la democracia sin erosionar sus principios fundamentales.
En su intervención, Laznik presentó los avances de la Ciudad de Buenos Aires en materia de gobierno abierto, destacando la importancia de integrar este enfoque en el diseño de políticas públicas relacionadas con la tecnología. Además, subrayó la necesidad de trabajar de manera colaborativa con diversos actores como organizaciones de la sociedad civil, científicos de datos, academia y sector privado, para lograr políticas inclusivas y transparentes.
Oportunidades de Transparencia y Participación Ciudadana
La delegación de la Ciudad de Buenos Aires también participó en una experiencia titulada “La apertura es la salida”, destinada a representantes de los foros multiactor de la Alianza para el Gobierno Abierto (OGP). En este encuentro, los participantes colaboraron para superar obstáculos y desarrollar estrategias exitosas de gobierno abierto. Además, se presentó la renovada plataforma de OGP, una herramienta clave para generar nuevas oportunidades de transparencia, rendición de cuentas y participación ciudadana a nivel global.

América Abierta 2024 se consolidó como un espacio fundamental para el intercambio de experiencias, el aprendizaje y el fortalecimiento del potencial de los datos abiertos y el gobierno abierto en la región. Estos eventos son cruciales para seguir impulsando el uso de la información pública como un recurso vital para la mejora de las democracias locales, nacionales e internacionales, y para promover el compromiso cívico en todo el continente.
