El Gobierno de la Ciudad de Buenos Aires resolvió suspender el financiamiento del traslado diario de los recuperadores urbanos provenientes del Conurbano bonaerense que integran cooperativas relacionadas con el dirigente social Juan Grabois, en el marco de un plan más amplio para reorganizar el sistema de reciclado porteño y garantizar condiciones equitativas entre los trabajadores.
Hasta el momento, un sector de ese sistema —integrado por 3.100 recicladores de las cooperativas Amanecer de los Cartoneros, Madreselvas, Recuperadores Urbanos del Oeste y Cartonera del Sur— recibía un subsidio estatal para trasladarse diariamente desde distintos puntos de la Provincia de Buenos Aires hasta la Capital. Mientras tanto, otros más de 3.000 trabajadores del mismo esquema no accedían a ese beneficio, a pesar de realizar tareas idénticas.
“Desde el Gobierno de la Ciudad decidimos poner fin al financiamiento del traslado de cartoneros vinculados a cooperativas relacionadas con Juan Grabois. Estamos desarmando un modelo que, en lugar de aportar soluciones, se convirtió en parte del problema”, afirmó el jefe de Gobierno Jorge Macri.
El sistema de reciclado porteño está conformado por más de 6.000 recuperadores urbanos, organizados en 12 cooperativas, que realizan recolección diferenciada en distintos barrios, para luego clasificar los materiales reciclables en los Centros Verdes.
Según informó la administración porteña, los fondos destinados al subsidio —calculados en aproximadamente 6.000 millones de pesos anuales— serán redirigidos a infraestructura para mejorar el sistema, incluyendo la optimización de rutas de recolección y la ampliación de la capacidad operativa.
“Apuntamos a construir un modelo más transparente y equitativo, donde todos los trabajadores del sistema estén regidos por las mismas normas. El esfuerzo del Estado, que es el de todos los vecinos, debe traducirse en mejoras reales y no en privilegios arbitrarios”, explicó Ignacio Baistrocchi, ministro de Espacio Público e Higiene Urbana.
Esta decisión se enmarca dentro de un paquete de reformas orientadas a dotar de mayor eficiencia, control y equidad al circuito de reciclado. Entre los cambios implementados se destacan:
- Eliminación de la intermediación en los pagos: Hasta 2024, más de 2.000 recicladores cobraban a través de sus cooperativas. Actualmente, todos los recuperadores reciben el pago directamente en sus cuentas del Banco Ciudad.
- Bancarización total del sistema: Se logró que el 100% de los trabajadores estén bancarizados, lo que permitió mejorar la trazabilidad del dinero público y garantizar que cada uno perciba lo correspondiente según su desempeño.
- Control biométrico de asistencia: Se instaló un sistema de registro con tecnología biométrica en los Centros Verdes y predios logísticos. Gracias a esto, durante el primer mes se detectó un aumento del 45% en los descuentos por ausencias injustificadas.
- Reforzamiento de rutas clave de recolección: Se priorizó la cobertura en áreas de mayor generación de residuos reciclables para optimizar los recursos disponibles.
Con estas acciones, la Ciudad busca consolidar un esquema más justo y transparente, en el que todos los actores del sistema de reciclado tengan las mismas oportunidades y estén sujetos a las mismas reglas.
