Debido al destacado trabajo en conjunto entre la Brigada de la Comuna 14 y la Superintendencia de la Policía Científica, el secretario de Justicia y Seguridad, Marcelo D’Alessandro, encabezó un reconocimiento que se le hizo al personal que formó parte de la investigación que terminó con la detención del asesino. Del acto también participaron el jefe de la Policía de la Ciudad, Gabriel Berard, y el comisario general, Claudio Zapata.
“Las unidades de Científica y Criminalística con las que sustentan estos casos para llevarle las pruebas suficientes a los jueces para que puedan dictaminar. Dotamos de equipamiento de última tecnología, pero lo más importante es contar con el profesionalismo y vocación de los hombres que llevan adelante este trabajo que tiene una importancia invalorable. Este equipo demuestra estar a la altura de las circunstancias de lo que es la Ciudad de Buenos Aires, dando los resultados como en este caso, resolviendo un hecho tan trágico como es un femicidio y poniendo a disposición de la Justicia al asesino de esta mujer”, expresó D’Alessandro en su visita a la Superintendencia de la Policía Científica en el Barrio 31 de Retiro.
Por su parte, Berard destacó lo bien que la Unidad Criminalística “preservó la escena del hecho y levantó todos los rastros que permitieron identificar al autor”.
“Fue un trabajo muy profesional, bien hecho de laboratorio y luego el personal de la Brigada 14 actuó también muy bien para dar con el autor del hecho por medio de una investigación”, agregó el jefe de la Policía de la Ciudad.
El caso ocurrió el 7 de diciembre del 2020 cuando efectivos de la Comisaría Vecinal 14 a se dirigieron por un llamado del 911 a un hotel ubicado en la calle Darregueyra al 2400, donde una mujer fue encontrada en una habitación con heridas de arma blanca en distintas partes del cuerpo y bajo los efectos del alcohol. Según testigos, un hombre se retiró del lugar dejando a la mujer en el albergue.
La víctima, que transitaba un embarazo no mayor a tres meses, se encontraba recostada en la cama con cortes en el pecho, mientras que en la pieza se hallaron manchas de sangre, un cuchillo, latas de cerveza y un teléfono celular. El SAME trasladó a la mujer al Hospital Fernández, donde falleció producto de las heridas.
La fiscalía actuante solicitó el trabajo de la Unidad Criminalística Móvil (UCM) de la Policía de la Ciudad para recolectar todo elemento de interés para la causa. De forma paralela, el personal de la Brigada de la Comuna 14 comenzó con la investigación descubriendo que en octubre de 2020 la víctima tenía una denuncia por violencia de género contra una persona de nombre Rubén, la que fue detenida y puesta a disposición de la Justicia como principal sospechoso del hecho.
Al mismo tiempo, los investigadores se entrevistaron con la hermana de la víctima en su domicilio del Barrio Mitre, que les informó que ella ya no vivía ahí, pero que el día anterior al crimen había estado de visita junto a un hombre al que llamaba “El Paraguayo”, pero que su nombre sería Hugo. El juzgado pidió también buscar a esta persona.
Los peritos forenses hallaron en la habitación del hotel tres pares de huellas en las latas de cerveza, dos pertenecían a la víctima y otra a una persona que podría ser el asesino.
Con las pruebas resguardadas, ya en los laboratorios de la Policía Científica, la Sección APFIS (Sistema Automático de Identificación de Huellas Dactilares y Palmares) de la Policía de la Ciudad pudo generar una huella clara para ser cotejada con los archivos y obtener una identidad.
Las huellas coincidían con un hombre de 33 años de nombre Hugo que tenía antecedentes por Robo. Con estos datos, se consultó el sistema de actuaciones de la Policía de la Ciudad y esta persona aparecía en una causa por lesiones en la Comuna 6 y se indicaba que estaba internado en el Hospital Piñero.
Hacia ese lugar se dirigieron los investigadores de la Comuna 14, donde dieron con esta persona. El sospechoso al ser requerido por el personal policial tenía entre sus pertenencias un certificado de extravío a nombre de la mujer asesinada. Además de poseer las mismas ropas que fueron vistas en los videos de seguridad.
Ante esta situación, el Juzgado interviniente dispuso la detención y traslado del imputado a la Comisaría Vecinal 14 A. Al mismo tiempo, se dictó la liberación del otro sospechoso.
En el caso del femicidio de Palermo, a la llegada de la UCM no se contaba con el cuerpo, pero sí con una serie de elementos que fueron recogidos para ser analizados. Además de la presunta arma homicida, un cuchillo con mango de símil hueso, había pastillas, colillas de cigarrillos, latas de cerveza, manchas de sangre y la ropa de la víctima.
“Los trabajos de campo que se hacen son muy valorados y es importante el equipamiento que llevan al lugar como elementos químicos y luces forenses. Todas las pruebas recolectadas se someten a laboratorios centrales, donde se analizan y se someten a la base de datos del sistema APFIS. Por esta vía, se logró dar con la persona que cometió este hecho tan aberrante”, señaló el comisario general Claudio Zapata.
La huella que dio la pista a los investigadores de la Comuna 14 salió de unas de las latas de cerveza que había en la escena del crimen y sirvió para su identificación y posterior arresto.
Para que una huella dactilar sea apta y pueda ser insertada en el sistema tiene que tener determinadas características, por eso se utilizan diferentes reactivos o dispositivos, como la Cámara de Cianoacrilato, donde se ingresan los elementos y se pueden verificar las marcas que tiene.
Este proceso que se realiza en el laboratorio revela la huella tras un proceso químico, lo que la hace apta para poder ser ingresada al sistema APFIS.
En esta sección se complementa el trabajo de las pericias y se hace hincapié en las huellas dactilares y palmares.
Cada material llega con su correspondiente acta y una breve descripción de lo que se halló. La nota es firmada por cada personal que toma posesión del mismo.
El rastro es cotejado cuando reúne las condiciones con la base de datos y allí se puede comprobar la identidad de la persona, que puede ser el autor del hecho o la víctima.
Para ello, se trabaja en convenio con el Sistema Federal, que cuenta con un registro de 23 millones de personas de todo el país. Este sistema se va alimentando constantemente y, en el caso de que las hubiera, también se adjuntan fotografías de la identidad.
Los resultados van a la Fiscalía actuante y a la Comisaría interventora. El magistrado puede además ordenar hacer nuevas pericias y cotejar otras huellas.
