El bloque de Cambiemos junto con sus pares del Frente Renovador y el bloque Justicialista, buscan extender las negociaciones para liberar el proyecto en ordinario que, la semana anterior, fue aceptado en general y para su aprobación final falta el voto particular, por lo que se demoró para esta semana.
Entre los bloques resta precisar si hay acuerdo en cada uno de los artículos de la ley, o si se sanciona en forma no unánime. Para eso el Frente Renovador acento como representante a Monica Litza, mientras que es Justicialismo se ve simbolizado por el salteño Pablo Kosiner. También , la comisión de Legislación Penal es presidida por Gabriela Burgos (de la Unión Cívica Radical), contribuida por Luis Petri (también de la UCR) y Fernando Sanchez (de la Coalición Cívica). La sesión del día 28 de junio fracasó porque, luego de sancionar el texto en general, los diputados de diferentes bloques comenzaron a examinar punto por punto y en el primer artículo, que acuerda que tipo de infracciones serian alcanzadas por la nueva ley.
La oposición planteó ampliarlo a casos de trata de individuos y a otros que tengan que ver con el medio ambiente. Todos los bloques, convendrán trabajar de manera urgente durante el inicio de la semana, si se pretende llegar al día miércoles 5 de julio, con un título consensuado al horario de las 10 a.m y así, pasar a cuarto intermedio.
Monica Litza dijo: “Nuestra voluntad es que haya una ley que combata la corrupción, pero queremos que no haya eximición de pena y se incorporen todos los delitos establecidos en el Código Penal”. Como derivación de las reformas ejecutadas por la oposición y aceptadas a medias, no queda del todo claro el texto que se está votando. El bloque Cambiemos perdió la votación, pero seguidamente indicó que el mismo y otros artículos podían andar peor suerte, ya que, según ellos, eran más polémicos que el primer artículo. El titulo cinco regula que quedan dispensar de una denuncia y juicio final, aquellas empresas que hayan pagado soborno; pero siempre y cuando, acepten un acuerdo de colaboración eficaz para obtener información, con facilidad, de los delitos que cometieron. El Massismo, propone que a cambio de la “colaboración eficaz” no se anulen las penas, sino que sean levemente moderadas. Además los artículos 20 y 37, también generan diferencias, al dar sus voces, los dos bandos. El 20 funda si una empresa da información ventajosa para dar luminosidad a un echo de corrupción, en la previa al juicio, quede eximido de la persecución penal y solo reciba una sanción económica. La diputada Burgos declaro que: “Sin colaborador eficaz no hay ley posible. Es el sistema que se usa en todo el mundo”. El articulo 37 permitiría que (en echos previos ante los ojos de la ley) el representante del Tesoro comercie acuerdos con las empresas que estén, arrepentidas y que quieran, a informar sobre hechos de corrupción. Según lo dicho por las voces opositoras, este artículo fue creado para permitirle al Poder Ejecutivo, pretender hacer una negociación, mediante la intervención del Ministerio Publico Fiscal, para la causa Odebrecht. Graciela Camaño (del Frente Renovador) subrayo que: “El proyecto es malo porque genera atajos. Hay partes que son absolutamente inconstitucionales. El artículo 37 es inconstitucional por donde se lo mire. ¿Cómo pueden traer ese artículo? Nosotros no estamos ni con De Vido ni con Socma (empresa del Grupo Macri). Vienen a buscar un resultado que es absolutamente publicitario”.
