En una ceremonia cargada de emoción y compromiso con la educación pública, el Jefe de Gobierno de la Ciudad de Buenos Aires, Jorge Macri, hizo entrega de certificados internacionales de idiomas a estudiantes de nivel primario que participaron del programa Ciudad Bilingüe, una iniciativa que impulsa el aprendizaje gratuito de lenguas extranjeras desde una edad temprana. El acto se realizó en la sede del Gobierno porteño, ubicada en Parque Patricios, y contó con la presencia de la ministra de Educación, Mercedes Miguel, junto a autoridades educativas, docentes, estudiantes y familias.
La actividad formó parte del programa Ciudad Bilingüe, una política pública pionera que tiene como objetivo garantizar el acceso al aprendizaje de idiomas extranjeros —principalmente inglés y francés— en escuelas públicas de la Ciudad. Buenos Aires fue el primer distrito del país en implementar esta estrategia educativa que busca ampliar las oportunidades de desarrollo académico, profesional y cultural de niños, jóvenes y adultos.
“Este certificado no es un punto de llegada, sino un punto de partida. Es el comienzo de un camino de aprendizajes continuos, desafíos personales y posibilidades que se abren gracias al conocimiento de otros idiomas. Saber inglés o francés no es solo una herramienta académica, es una llave que puede cambiar vidas”, destacó Jorge Macri durante su discurso.
Un reconocimiento que trasciende el aula
En esta oportunidad, 94 alumnos de nivel primario recibieron sus certificados: 77 en idioma inglés y 17 en francés. Provienen de 12 escuelas plurilingües y 5 bilingües que forman parte de la red educativa estatal. Los diplomas entregados validan el rendimiento académico en exámenes internacionales, reconocidos en todo el mundo, y representan un logro personal y colectivo que fortalece la formación integral de los estudiantes.
“Saber idiomas abre puertas. Imaginen que algún día quieren pilotear un avión, programar videojuegos, estudiar o trabajar en otro país, o simplemente viajar y comprender nuevas culturas. Hablar inglés o francés les va a permitir eso… y mucho más”, expresó el Jefe de Gobierno, dirigiéndose a los estudiantes.
Macri también hizo hincapié en la importancia del acompañamiento familiar y del compromiso estatal para que estas experiencias sean posibles: “A las familias les digo que este diploma es una primera llave que sus hijos tienen en la mano para construir su futuro. Y desde el Estado vamos a seguir invirtiendo para que cada chico y cada chica tenga acceso a más herramientas y mejores oportunidades”.
Ciudad Bilingüe: una política educativa con mirada de futuro
El programa Ciudad Bilingüe, enmarcado dentro del Plan BA Aprende, tiene como eje central la promoción del multilingüismo en todos los niveles educativos, así como también en la formación profesional y en el ámbito laboral. La iniciativa contempla una amplia cobertura de certificación de lenguas extranjeras, permitiendo que estudiantes de escuelas públicas rindan exámenes sin costo alguno, con el respaldo del Ministerio de Educación.
El programa está destinado a alumnos de 7° grado a 5° año de escuelas de gestión estatal, a los estudiantes de los Centros Educativos Complementarios de Idiomas (CECIEs), y también a jóvenes y adultos que cursan en la Universidad de la Ciudad de Buenos Aires (UNICABA). Además, se incluyen participantes de otras propuestas como la Agencia de Habilidades para el Futuro, el programa Lenguas en los Barrios, y los Centros de Idiomas de la Ciudad.
En lo que va del año 2024, 411 estudiantes ya lograron obtener su certificación internacional, lo que demuestra el alcance y la eficacia de esta política pública.
Formación para todos: cursos gratuitos, accesibles y flexibles
Uno de los pilares de Ciudad Bilingüe es su modalidad 100% virtual, lo que permite una mayor flexibilidad horaria y territorial. Los cursos están disponibles de manera gratuita para empleados y empleadas de sectores estratégicos, como salud, turismo, educación, administración pública, entre otros. Esta modalidad ha permitido que más de 187 mil personas se inscriban para aprender idiomas, adaptando su ritmo de estudio a las posibilidades de cada uno.
En el ámbito escolar, la propuesta se implementa en 26 instituciones educativas bilingües, tanto primarias como secundarias, donde participan más de 195 mil alumnos. Se trata de un esfuerzo articulado entre docentes, directivos, familias y el Estado para garantizar una educación integral e inclusiva, que no solo contemple contenidos tradicionales, sino que también forme ciudadanos globales.
“Creemos en una educación pública de calidad, accesible y con visión de futuro. Apostar al bilingüismo desde la escuela pública es apostar a un país más competitivo, más conectado con el mundo y más preparado para los desafíos del siglo XXI”, señaló Mercedes Miguel.
Idiomas como herramientas para el desarrollo integral
Aprender una lengua extranjera va mucho más allá del dominio gramatical o la pronunciación correcta. Implica desarrollar la capacidad de comunicarse, comprender y empatizar con personas de otras culturas. Por eso, desde el Gobierno de la Ciudad se trabaja en promover el multilingüismo como una herramienta clave para el crecimiento personal, profesional y cultural.
En un contexto globalizado y competitivo, el manejo de idiomas extranjeros se ha convertido en una competencia indispensable para acceder a mejores empleos, participar de programas de intercambio, estudiar en el exterior o integrarse a una comunidad multicultural. En este sentido, Ciudad Bilingüe no solo busca enseñar lenguas, sino también inspirar a los estudiantes a soñar en grande y proyectarse sin fronteras.
Un modelo a seguir
Buenos Aires se posiciona como líder nacional en políticas de enseñanza de idiomas desde el sistema público, constituyendo un modelo innovador que otras jurisdicciones del país están comenzando a replicar. La experiencia de Ciudad Bilingüe demuestra que, con decisión política, inversión sostenida y compromiso educativo, es posible acortar brechas de acceso al conocimiento y generar oportunidades reales para miles de estudiantes.
Este enfoque integral no solo impacta en la educación formal, sino también en el desarrollo del talento local, el fortalecimiento del empleo y la construcción de una Ciudad más competitiva e inclusiva.

La entrega de certificados a los estudiantes de nivel primario es solo una muestra del impacto transformador de esta política.
