El Gobierno de la Ciudad de Buenos Aires, a través del Ministerio de Justicia y Seguridad, incorporó las tobilleras electrónicas durante el año 2018, que sirven para prevenir la violencia de género.
Este dispositivo de geolocalización es colocado en la pierna del agresor, brindando más seguridad a las mujeres víctimas de violencia de género, y asegurando que no ingrese a las zonas fijadas por la justicia.
Generalmente, la Justicia dictamina que la distancia restrictiva de la víctima y el agresor sea de 500 metros. Sin embargo, la novedad de este año 2019 radica en que en el Centro de Monitoreo se disparará la alarma si el victimario ingresa en los primeros 200 metros de la zona de restricción. En ese momento, se le realiza un llamado a la persona y se le avisa que se encuentra en una zona prohibida.
Si el agresor insiste y se aproxima a 100 metros de la víctima, el dispositivo anti pánico que tiene esta última recibe una alerta de que el agresor está cerca y se la llama inmediatamente para contenerla e indicarle cómo actuar hasta que no haya peligro alguno.
Tanto el agresor como la víctima reciben además un aparato receptor que funciona como un teléfono celular con GPS.
También se utilizan estos dispositivos para garantizar el cumplimiento del beneficio de la prisión domiciliaria otorgado a procesados o condenados por la Justicia.
La tobillera electrónica funciona como una medida preventiva en la cual el agresor no puede acercarse a la víctima. Por orden judicial se establece un perímetro que prohíbe el ingreso a esa zona de exclusión. En caso que trasgreda esa orden al operador le surge una alerta y tiene que arbitrar los medios necesarios para que llegue un móvil policial que impida el acercamiento del agresor a la víctima.
Recordemos que para el funcionamiento de este sistema se adquirió la más avanzada tecnología, a través de un proceso de licitación pública. Además, los operadores fueron seleccionados y capacitados para brindar el servicio eficaz.
